This paper aims to present a general survey on the first attitudes of the Romanian writers in the 70's regarding the Theses of July 1971, a document imposed by Nicolae Ceausescu that required certain political, ideological cultural and educative expectations from their part. The relationship between the political environment and social and cultural environment is not a mechanical one, and even a dictatorial decision is not always automatically applied and the way the initiator requires.
