مستخلص: Regional integration and cooperation has not only been widely debated but it has also been widely studied. Most research and debates however focus on the socio- economic implications emphasizing outcomes in terms of mutual benefits for the partner countries but they have shade little light on the construction of the leadership process. This paper argues that research has failed to appreciate a shared leadership perspective, assessment and application in the East African Community (EAC). Although it's difficult to assess leadership in regionalism, I consider the countries' joint jurisdiction and delegation process as steps used to help to provide public regional services, build supervisory institutions and provide motivating factors for countries to participate in the common policies. The paper makes overall contribution to the research lacking in the areas of shared leadership construction in regionalism. The paper argues that shared leadership environment process in the EAC region can be an alternative model for success in regionalism. I argue that the success or failure of the common polices pursued by the five countries of the EAC - Kenya, Tanzania, Uganda, Rwanda and Burundi - are well understood in the actions and behaviors of leaders in a shared environment. The paper concludes that shared environment, shared responsibilities and shared supervision correlate to the positive results in regionalism.
