It is noted that global refiners have revealed new refinery additions or expansions to existing operations to add more than 21 million b/d of capacity, developments in the upstream and midstream sectors in the petroleum supply chain and issues associted with refinery construction activity and investment including regulatory policies, technology improvements and breakthroughs. |
