Cecilia Ross, 80, is an OCN Elder, teacher, trapper, and retired health authority director with a camp on the Saskatchewan River. The gap between what Ducks Unlimited says they do and what they actually do is a mystery that Ross, Personius, and others in the OCN and the Saskatchewan River delta want to solve. According to Indian Affairs, OCN also gave Ducks Unlimited permission to build the dam.
