Myanmar does not grab international news headlines on a regular basis. However, when events like firing on unarmed protestors happen, the conscience of international community is stirred, albeit temporarily, and calls for an immediate regime change emanate from various quarters. While nobody can dispute the need for an open political system in Myanmar, the transition to democracy can be a perilous and yet a necessary process. This paper attempts to identify a few critical challenges that need to be addressed for Myanmar's successful transition to democracy. In the process, this paper focuses on issues such as the role of the military in transition, ethnic conflicts, role of civil society, the need for better targeting of sanctions and calls for a coordinated action among different international actors. The essence of this paper is to elucidate the complexity of the challenges and to give pointers that require greater attention. Prescribing detailed solutions to the challenges identified does not come under the ambit of this paper. Such an effort is a much larger exercise involving consultations with various stakeholders in Myanmar. [ABSTRACT FROM AUTHOR] |
