مستخلص: The article discusses the advent and development of laws regarding energy and conservation in the Netherlands between 1844 and 1900. This was accomplished by the rhetorical flourish and influence through official channels by a group of pioneers, who were inspired by international events. The origins of these laws came in 1842 with scientific theories by the German doctor Robert Mayer on power expenditure, these ideas were then expanded by the German scientist Hermann Helmholtz in 1847.
