الوصف: Mexican political recruitment has changed profoundly during the last two decades. Technocrats, typically identified in Mexico as individuuJs with foreign graduate degrees in economics who have spent their careers in the financial sector of the government, have occupied an ever larger share of top posts in the regime.' Concomitantly, traditional politicians with electoral/partisan backgrounds have become less powerful.2 This process has been especially notable during the de la Madrid (1982-88), Salinas (1988-94), and Zedillo (1994-2000) administrations, whose senior positions have been staffed largely by individuals fitting the technocratic stereotype.3 Both scholars and pundits argue that this change in the composition of the political elite has transformed the regime's ruling style. These assertions are based on the assumption that Mexican politicians and technocrats have fundamentally different approaches to governing. This assumption is disputed in this article. While these behavioral distinctions may exist in democratic polities, certain intrinsic characteristics of nondemocratic regimes like Mexico's blur these differences. This lack of a behavioral distinction between technocrats and politicians is reflected in the fact that most of the changes usually linked to technocratization have either not occurred in Mexico or are better explained by other factors.
