Giant optical fluctuations of 2D electrons under the quantum Hall effect conditions were studied by the method of correlation functions. The phenomenological model which describes the correlation functions of 2D photoluminescence signals registered by means of different fibers in this regime is suggested. The explanation is given for various phase conditions of a 2D electron system at different values of a magnetic field and the formation of incompressible quantum liquid. The formation of incompressible electronic liquid within a big photoexcitation spot can be accompanied by generation of “rings” and “spots” of extended states.
