| الوصف: | At the Latin American level, the needs of state organizations are satisfied through competitive procedures. Such procedures allow you to create competition and choose the most effective option among many. In national practice, the question arose as to what is the effectiveness of public procurement. These can be procedures focused on the lowest price, for example, electronic auctions. There may also be procedures focused on meeting a set of requirements for a product or service. In this sense, the objective of this research is to analyze the management of public purchases in the local and Latin American economy. For this, this research with a mixed approach collects information from primary and secondary bibliographic sources related to the management of public procurement in the Ecuadorian and Latin American economy. On the other hand, it has been resolved to propose a system of criteria to evaluate the effectiveness of public purchases at the level of a state organization. Evaluation criteria are also proposed to evaluate the effectiveness of public purchases at the level of Ecuador. Keywords: Management, Public purchases, Local economy. A nivel de América latina, las necesidades de las organizaciones estatales se satisfacen a través de procedimientos competitivos. Dichos procedimientos le permiten crear competencia y elegir la opción más efectiva entre muchas. En la práctica nacional, surgió la pregunta de cuál es la eficacia de la contratación pública. Estos pueden ser procedimientos enfocados al precio más bajo, por ejemplo, subastas electrónicas. También pueden existir procedimientos enfocados en el cumplimiento de un conjunto de requisitos para un producto o servicio. En ese sentido, el objetivo de esta investigación es analizar la gestión de las compras públicas en la economía local y latinoamericana. Para ello, esta investigación con enfoque mixto recopila información de fuentes bibliográficas primarias y secundarias relacionadas con la gestión de compras públicas en la economía ecuatoriana y de Latinoamérica. Por otro, se ha resuelto proponer un sistema de criterios para evaluar la eficacia de las compras públicas a nivel de una organización estatal. También se proponen criterios de evaluación para evaluar la efectividad de las compras públicas a nivel del Ecuador. Palabras claves: Gestión, Compras públicas, Economía local.
