| الوصف: | The importance of the command posts of military formations is evaluated during the operational (tactical) planning process in order to determine the necessity and sequence of measures to ensure their reliable functioning under the conduct of combat actions.The importance of command posts is first and foremost determined by the tasks to be performed by them and their subordinate military units. The dependence of the importance of command posts on many factors, their large number in military formations led to the use for command posts ranking a technique that is based on the Analytic Hierarchy Process. With the use of the technique the coefficients of operational and tactical importance of command posts are calculated, which means the relative quantitative measures of the importance of their functioning in the command and control system.To determine the importance of command posts they are divided by groups according to the levels of command and control and their functions. The technique involves assessment of the importance of command posts, which is carried out in three stages: the first stage – within a group; the second stage – within groups of command posts; the third stage – within the command and control system of the military formation.When forming a hierarchical interpretation of the problem, first of all the following should be determined: a list of command posts (alternatives) to be compared; properties that are affected by the operation of the command posts; indicators that characterize the impact of the operation of the command posts on the properties determined. The properties that are affected by the functioning of the command posts may include: the command and control of the military formation; capabilities to perform combat missions; combat support capabilities.To determine the importance of intra-group command posts and the importance of these groups, a four-level dominant hierarchy of problem solving is constructed. The coefficients of operational and tactical importance of the command posts in the command and control system are calculated using the importance values of these groups, which are evaluated in the second stage of the technique.The article provides an example of assessing the importance of the command posts of a military formation in a defensive operation. The proposed technique can be used by commanders and their staffs during operational (combat) planning. Важливість пунктів управління угруповання військ оцінюється при підготовці операції (бою) з метою визначення необхідності й порядку проведення заходів із забезпечення їх надійного функціонування під час ведення бойових дій.Важливість пунктів управління насамперед визначається завданнями, що повинні виконуватись ними і підлеглими військовими формуваннями. Залежність важливості пунктів управління від багатьох факторів, їх велика кількість в угрупованні військ обумовила застосування для ранжирування пунктів управління методики, яка ґрунтується на використанні методу аналізу ієрархій. За допомогою методики здійснюється розрахунок коефіцієнтів оперативно-тактичної важливості пунктів управління, під якими розуміються відносні кількісні міри значущості їх функціонування у системі управління військ для виконання завдань.Для визначення важливості пункти управління відповідно до рівнів управління та призначення поділяються на групи. Методикою передбачається оцінювання важливості пунктів управління, яку здійснюється у три етапи: на першому етапі — усередині групи; на другому етапі — груп пунктів управління; на третьому етапі — у системі управління угрупування військ.Під час формування ієрархічного зображення проблеми насамперед визначаються: перелік пунктів управління (альтернатив), що порівнюються; властивості, на які впливає функціонування пунктів управління; показники, які характеризують вплив функціонування пунктів управління на визначені властивості. Як властивості, на які впливає функціонування пунктів управління, можна прийняти: управління угрупованням військ (військовими формуваннями); можливості щодо виконання бойових завдань; можливості щодо забезпечення бойових дій.Для визначення важливості пунктів управління усередині груп і важливості цих груп будується чотирирівнева домінантна ієрархія розв’язання задачі. Коефіцієнти оперативно-тактичної важливості пунктів управління у системі управління розраховуються з використанням значень важливості цих груп, що оцінюються на другому етапі методики.У статті наведено приклад оцінювання важливості пунктів управління угрупування військ в оборонній операції. Запропонована методика може використовуватися органами військового управління при підготовці операції (бою). |
