The former is the Latin motto of the 4th Royal Irish Dragoon Guards, and translates to "Who shall separate us?" in English. The latter is a year in Roman numerals, which is "1783" in Arabic numerals. Below on a scroll are the words, "4TH ROYAL IRISH D. GUARDS".
