Het doel van het CAM is om indien nodig zo snel mogelijk een risicobeoordeling uit te voeren op nieuw verschenen drugs in het gebruikscircuit. Aan de hand van de risicobeoordeling kan het beleid ten aanzien van deze nieuwe drugs worden bepaald. Het CAM bestaat uit een voorzitter, een coördinator en een secretariaat en wordt ondersteund door een Commissie Risicobeoordeling nieuwe drugs waarin diverse deskundigen op het gebied van drugs en drugsgebruik zijn vertegenwoordigd. De coördinator en het secretariaat worden vanuit het Rijksinstituut voor Volksgezondheid en Milieu (RIVM) geleverd. Er is een protocol voor de risicobeoordelingsprocedure dat is opgesteld door de Commissie Risicobeoordeling nieuwe drugs. Het doel en de werkwijze van het CAM en de samenstelling van de Commissie Risicobeoordeling nieuwe drugs staan beschreven in deze Basisnotitie. De Basisnotitie vervangt de vorige versie uit 2011 en is opgesteld vanwege wijzigingen in procedures en de samenstelling van de Commissie Risicobeoordeling nieuwe drugs. Naast het uitvoeren van risicobeoordelingen, is het CAM voor de leden van de Commissie Risicobeoordeling nieuwe drugs ook een centraal punt waar informatie over nieuwe stoffen uitgewisseld wordt en voor de volksgezondheid relevante trends bijgehouden worden. Het CAM en de Commissie Risicobeoordeling nieuwe drugs zijn formeel ingesteld via het Besluit Commissie Risicobeoordeling nieuwe drugs 2003. De leden van de Commissie en de onafhankelijke voorzitter worden door de Minister benoemd. Het CAM is sinds 1 januari 2006 ondergebracht bij het RIVM. In 1999 a Coordination Point Assessment and Monitoring new drugs (CAM) was installed. The goal of the CAM is to swiftly perform a risk assessment on newly appeared drugs in the scene if needed. Based on the risk assessment, the policy towards this new drug can be set. The CAM consists of a chairman, a coordinator and a secretary and is supported by a Commission Risk Assessment of new drugs, in which various experts in the fields of drugs and drug abuse are represented. The coordinator and the secretary are provided by the National Institute for Public Health and the Environment (RIVM). There is a protocol for the risk assessment procedure, which is drafted by the Commission Risk Assessment new drugs. The goal and the procedures of the CAM as well as the composition of the Commission Risk Assessment new drugs are described in this Base Document. This Base Document replaces the previous version from 2011 and is drafted because of changes in the procedures and the composition of the Commission Risk Assessment new drugs. Besides performing the risk assessments, the CAM offers a central point for the members of the Commission Risk Assessment where information on new compounds can be exchanged and trends relevant for public health can be monitored. The CAM and the Commission Risk Assessment new drugs are officially installed by the Decree Commission Risk Assessment new drugs 2003. The members of the Commission and the independent chairman are appointed by the Minister. The CAM is accommodated by the RIVM since 1 January 2006. |
