| مستخلص: | The EU Regulation 2018/1139, of the Parliament and the Council, on July 4th 2018, about common rules in the area of civil aviation, has represented a decisive change in the way that it boosts the future harmonious development of the RPAs, in the European zone, to the extent that it doesn’t come to disturb the traditional performance of the civil aviation. The new rule behaves a renewal of the normative national framework, so that it guarantees the law assets at risk; starting by a proper protection of persons. In this context, the use of drones in the port area, considering its probed efficiency, represents an opportunity for change and growth in the sector that it must be compulsory united to a set of relevant regulatory changes about our ports of general interest. El Reglamento UE 2018/1139, del Parlamento y del Consejo, de 4 de julio de 2018, sobre normas comunes en el ámbito de la aviación civil, ha supuesto un cambio regulatorio decisivo en la medida en la que impulsa el desarrollo futuro armónico de las RPAs, en el contexto europeo, de manera que no venga a perturbar el funcionamiento de la aviación civil tradicional. La nueva norma comporta una renovación del marco normativo nacional, de manera que se garantizan los bienes jurídicos en riesgo; comenzando por la adecuada protección de las personas. En este contexto, el uso de drones en el ámbito portuario, dada la potencialidad de tales aparatos para realizar tareas de alerta, mantenimiento y control, representa una oportunidad de crecimiento del sector que ha de ir acompañada, inevitablemente, de una serie de cambios regulatorios que deberían afectar, de modo relevante, a destacados instrumentos normativos propios de los puertos de interés general. |
