| الوصف: | A partir dos pontos de vista antagônicos e assimétricos de atores vinculados à governança da internet, o propósito dessa pesquisa é responder as seguintes questões: Quem são esses atores? Como está sendo produzido o discurso hegemônico? Como está acontecendo o embate e a produção do dissenso nas redes sociais? Assim, os objetivos desse trabalho são, em primeiro lugar, demonstrar como ocorre, nas redes sociais, a articulação dos atores responsáveis pelo controle da governança da Internet e, em segundo lugar, analisar a produção do discurso hegemônico para a manutenção do status quo da governança da Internet. Para alcançar essas metas, serão analisados alguns documentos produzidos em oficinas e grupos de trabalhos dos seguintes eventos: a) Fórum da Governança da Internet – (IGF), organizada pela ONU e realizado em Baku (Azerbaijão) no período de 6 a 9 de Novembro de 2012; b) Conferência Mundial de Telecomunicações Internacionais (WCIT), organizada pela União Internacional de Telecomunicações e realizada em Dubai (Emirados Árabes Unidos), no período de 3 a 14 de dezembro de 2012; e c) Encontro Multissetorial Global sobre o Futuro da Governança da Internet – (NetMundial), organizada pela Corporação da Internet para Atribuição de Nomes e Números - ICANN, apoiado pelo Comitê Gestor da Internet do Brasil, realizado nos dia 23 e 24 Abril de 2014, em São Paulo- São Paulo, no Brasil. O discurso desses documentos oficiais, resultantes desses eventos internacionais, será comparado com o de outros setores das redes sociais vinculados à sociedade civil e aos governos que não estão sendo contemplados, uma vez que, embora os atores participantes de algumas das listas de discussão apresentem propostas alternativas viáveis à governança da internet, a produção de propostas, oriunda dessas redes sociais e dos fóruns desses eventos internacionais, não vem sendo contemplada para a consecução efetiva de uma governança multilateral. From the antagonic views and asymmetric actors related to Internet governance, the purpose of this research is to answer the following questions: Who are these actors? How is taking the hegemonic discourse? How is production going on dissent in social networks? The objectives of this study are, first, to demonstrate how it happens, in social networks, the articulation of those responsible for the control of Internet governance actors and, second, to analyze the production of hegemonic discourse to maintain the status quo of Internet governance. To achieve these objectives, we analyze some of the documents produced in the workshops and working groups of the following events: a) Internet Governance Forum – IGF, organized by the UN and held in Baku (Azerbaijan) from 6 to November 9, 2012; b) World Conference on International Telecommunications (WCIT), organized by the International Telecommunication Union and held in Dubai (United Arab Emirates), 3 to December 14, 2012, and c) Global Multistakeholder Meeting on the Future of Internet Governance (NetMundial), organized by the Brazilian Internet Steering Committee, held in 23 and 24 April 2014 in São Paulo, Brazil. The discourse of these official documents, resulting from such international events, will be compared with other sectors of social networks linked to civil society and governments that are not being met because, although participants of some of the mailing lists present viable alternatives to Internet governance proposals, the production of proposals that arise in these social networks and forums of international events, has not been included for the effective achievement of multilateral governance. |
