الوصف: | « L’initiative les Nigériens nourrissent les Nigériens » (I3N) suppose de rompre avec « l’addiction à l’aide ». Aussi, affiche-t-elle une volonté de remise en question de la logique d’assistanat et des pratiques de la coopération au développement et de l’aide humanitaire via des innovations qui portent sur la création d’un fonds d’investissement, la petite irrigation et l’encadrement de l’aide d’urgence. L’analyse du bilan de la première phase (2011-2015), des documents programmatiques et leur évolution entre 2012 et 2017 ainsi que du positionnement des bailleurs de fonds pose question quant à la capacité et la volonté de l’I3N de promouvoir une politique centrée sur les exploitations familiales alors qu’elle est une condition essentielle pour que « les Nigériens nourrissent les Nigériens ». The 3N initiative, “Nigeriens feed Nigeriens”, supposes to break with the “addiction to aid”. The initiative affirms a willingness to address the dependence on aid and the practices of development and humanitarian aid programs through innovations such as the creation of an investment fund, the promotion of small scale irrigation and the supervision of humanitarian aid. The analysis of the achievements of the first phase of the Initiative (2011-2015), of programmatic documents and their evolution between 2012 and 2017 as well as the positioning of donors raises questions on the 3N initiative’s capacity and willingness to promote a policy centered on family farms while it is an essential condition for Nigeriens to feed Nigeriens. |
