| الوصف: | Le Sommet Mondial sur la Société de l’information (SMSI) organisé par l’ONU en 2003-2005 a posé, pour la première fois, les jalons d’un consensus politique international sur les valeurs et les orientations stratégiques de la société de l’information. Il a engagé les Etats, les collectivités locales, le secteur privé et la société civile à œuvrer autour d’objectifs communs. Cet article présente brièvement les principales caractéristiques de ce sommet en faisant ressortir les questions autour desquelles le consensus a été laborieux et demeure mou. Il met en lumière le rôle des collectivités locales et leurs engagements concrets dans des projets de solidarité numérique à travers la coopération décentralisée. Enfin, il soulève quelques questions relatives au suivi du sommet et à la réalisation des objectifs visés. The World Summit on the Information Society (WSIS) organized by the United Nations in 2003-2005 has, for the first time, established the cornerstone of an international political consensus on the values and strategic orientations of the information society. The Summit called for States, local authorities, business and civil society to work together toward common goals. This paper briefly introduces the main issues raised at the Summit, highlighting the difficult points in the debate. It emphasizes the major role plaid by cities and local governments in promoting innovative ideas and new mechanisms, such as digital solidarity through decentralized cooperation. Finally it raises two questions on the implementation and follow-up of the commitments made at the Summit. |
