| الوصف: | Dans l’imagerie populaire, le pouvoir d’État, dans son pendant politico-administratif notamment, évoque habituellement la figure effrayante du monstre froid de Nietzsche. Il représenterait quelque chose de terrifiant et d’inexorablement répressif. Cette vue des choses ne correspond pourtant pas toujours à la réalité. Il est en effet des situations, bien nombreuses, dans lesquelles, le rouleau compresseur ne se déploie pas. L’hypothèse de la tolérance administrative prend alors tout son sens. Au Cameroun, on est tout de suite frappé par l’ampleur de ce phénomène qui a considérablement gagné en importance ces dernières années. Entre échoppes aménagées illégalement sur la voie publique, et congrégations religieuses qui fonctionnent sans autorisations préalables, les signes de la tolérance administrative sont perceptibles dans toutes les sphères de la société. Si en toute logique on est porté à interroger la démarche, c’est en réalité la question de son sens profond qui est excipée. À date, pourrait-on se demander, comment appréhender la tolérance administrative au Cameroun ? L’opinion émise dans le cadre de ce propos est que prise en contexte, elle s’analyse comme un procédé politique de l’action administrative. tolérance administrative, action administrative, procédé politique, sécurité juridique In popular imagery, state power, especially its political-administrative counterpart, usually evokes the frightening figure of Nietzsche's cold monster. It would represent something terrifying and inexorably repressive. However, this view does not always correspond to reality. There are indeed many situations in which the steamroller is not deployed. The hypothesis of administrative tolerance then takes on its full meaning. In Cameroon, one is immediately struck by the extent of this phenomenon, which has grown considerably in importance in recent years. Between stalls set up illegally on the public highway, and religious congregations that operate without prior authorization, the signs of administrative tolerance are perceptible in all spheres of society. If logically one is inclined to question the approach, it is actually the question of its deep meaning that is raised. To date, one might ask, how can administrative tolerance be understood in Cameroon? The opinion expressed in this paper is that, taken in context, it can be analyzed as a political process of administrative action. |
