| الوصف: | L’organisation communautaire, telle qu’elle se développe au Québec dans le réseau public de la santé et des services sociaux, a évolué depuis les années 1970. Cette pratique d’intervention collective est marquée par la formalisation et la normalisation, notamment sous l’influence de la santé publique et de la Nouvelle gestion publique. Après une mise en contexte, nous verrons les usages et finalités d’un cadre normatif et de son instrument de reddition de comptes (I-CLSC) auxquels doivent se soumettre les organisateurs communautaires. Enfin, dans une démarche de réflexivité collective, nous proposerons un cadre pour analyser l’impact de leurs pratiques sur les inégalités sociales. Community organization, as it is developping in Quebec’s public health and social services network, has evolved since the 1970s. This collective intervention practice is characterized by formalization and standardization, particularly under the influence of both public health and the New Public Management. After contextualizing the analysis, we will examine the uses and purposes of a normative framework and its accountability tool (I-CLSC), which has to be undertaken by community organizers. Moreover, employing a collective reflexivity approach, we will propose a framework to analyze the impact of their practices on social inequalities. |
