In 2017, a federal agency increased the price of southbound hourly transmission service on the Pacific Intertie by 170 percent, disadvantaging energy exporters that used hourly transmission capacity at the request of exporters that held long-term contracts for the same capacity. The result was consistent with the predictions of economic theory regarding barriers to trade: statistically and economically significant price suppression in Northwest real-time energy markets. An econometric analysis of five interdependent hubs for energy trading on the West Coast shows that prices fell at the Mid-Columbia hub by more than the increase in the transmission price |
