مستخلص: An evaluation is presented of the adequacy and effectiveness of the vocational education program delivery systems in the State of North Carolina assisted under the Carl D. Perkins Vocational Education Act (VEA) and under the Job Training Partnership Act (JTPA). Evaluation was conducted through analysis of seven reports issued by various state agencies in connection with these two programs. Some of the findings and recommendations issued by the council are as follows: (1) the delivery systems in North Carolina are not organized and administered so that VEA and JTPA are as adequate or effective as they could be and, therefore, the General Assembly should be asked to exercise its authority over the JTPA in order to focus the funds for training; (2) there is limited coordination between the two programs and no compelling need for two different pieces of federal legislation and, therefore, states should ask Congress for new legislation to combine the two programs; (3) lack of coordination between the two programs has been enlarged at the state level and, therefore, the State Job Training Coordinating Council should be established as an independent unit to implement the VEA AND JTPA in a more effective way; and (4) there have been limited efforts to coordinate the two programs and, therefore, the administration of the JTPA should be reorganized and located in the Division of Vocational Education.
